ACCI's Founders

Paul J. Tozzi

Principal,
Executive Project Manager

Paul Tozzi has over 30 years of experience in the Building and Construction Industry.

Prior to establishing Arris Contracting, he was Director of Construction and Facilities Management for A-S Properties, of East Windsor, N.J., where he had sole responsibility for all aspects of construction relating to the firm's East Coast Properties, including Construction Management, Field Supervision, Estimating, Project Feasibility Studies and Architectural and Engineering Selection.

As a Principal and Executive Project Manager with Arris Contracting Co., Inc., Paul is responsible for all Field Operations, Project Management, Scheduling, Review and formulation of Specification prior to bidding, along with computer-related operations/programming.

Currently, Paul is a Certified Codes Enforcement Official for New York State and is certified for Inspection Procedures for School Facilities, Inspection of Existing Structures, General Building Construction as well as Administration and Enforcement through the Standard Code Enforcement Program.  In addition, he has been certified for OSHA Compliance. 

Paul continually reviews our projects for NYS Building and Fire Code Compliance.  He is also a Certified C.P.M. (Critical Path Method) Scheduler, as well as an AutoCAD operator.  Paul is also a member of the Construction Specifications Institute (CSI).

He is known as a hands-on executive typically found in the field, personally involved, directing Field Operations and Quality Control.

Dennis P. Gagnon

Principal,
Executive Project Manager

Dennis has over 30 years experience in the General Contracting and Construction Management field.

Prior to founding Arris Contracting in 1987, he was a Project Manager and Estimator for a well established GC/CM firm in New York City.

During this time he was also enrolled at the New York Institute of Technology, attending night classes leading to a Bachelor of Architecture degree.

Dennis is also a member of the following organizations:

  • Associate Member of the N. Y. State School Board Association
  • Associate Member of the N. Y. State Association of School Business Officials
  • Associate Member of the N.Y. State Association of Superintendents of School Buildings and Grounds
  • The Society for Marketing Professionals (SMPS)
  • The Business Council of N.Y. State
  • Board Member and Vice President of the Poughkeepsie Rotary Club (Paul Harris Fellow)
  • Former Board Member of the Poughkeepsie Area Chamber of Commerce
  • Former Chair of the Economic Development Committee for the Poughkeepsie Area Chamber of Commerce

Dennis is certified under the Laws of New York State as a Supervisor and Project Manager for asbestos abatement.  With Arris Contracting, his responsibilities include, but are not limited to, Project Management, Estimating, Purchasing, Project Design and Feasibility Analysis, Client Contact, Client Retention, Sales and Quality Control.
